ACI 318-25 Code Updates

 

Date: Tuesday, April 29th, 2025

 

Outline:

Dr. Moehle will provide an overview of the main changes in ACI 318-25 so that code users are aware of changes that may affect their design practice.
He will then delve into the detailed new code provisions for one-way and two-way shear, interface shear, strut and tie method, PM interaction design, deep foundations, and
earthquake-resistant design.

Mr. Silva will address new provisions and changes to existing provisions in ACI 318-25 that address anchorage to concrete and development of reinforcing bars.

Jack P. Moehle, PE, Hon. M. ACI, F.SEI, F. SEAOC, Hon. M. SEAONC


Jack Moehle is Professor of the Graduate School in the Department of Civil and Environmental Engineering at the University of California, Berkeley. His research and teaching activities have been mainly in structural engineering, with emphasis on reinforced concrete and earthquake engineering. He is active professionally, both as a consulting engineer and as a contributor to development of structural engineering standards and guidelines. He has been a member of ACI Committee 318, Structural Concrete Building Code, since 1989 and was Chair during 2014-2019. He has served on the Boards of Directors of the Structural Engineers Association of Northern California, the Earthquake Engineering Research Institute, and the American Concrete Institute. He has received several professional awards, including the Krawinkler Award and the Brunnier Award from SEAONC, the Distinguished Lecturer Award and Housner Medal from EERI, and Member of the National Academy of Engineering. He is author of the book Seismic Design of Reinforced Concrete Buildings.


John F. Silva, PE, SE, F.SEI, F.SEAOC, F.ACI


John Silva is a licensed civil and structural engineer in California (S3181), a Fellow of the Structural Engineering Institute (SEI), the Structural Engineering Association of California (SEAOC), and the American Concrete Institute (ACI). A graduate of Cal Poly SLO and UC Berkeley, in the 1980s, Mr. Silva worked at H.J. Degenkolb Associates. From 1990 to 1994, he was employed as a project manager at John A. Blume Associates in San Francisco. During this time, he was the lead engineer for a number of significant seismic retrofits of monumental buildings in the city, including the Flood Building, the US Custom House, and the (Bill Graham) Civic Auditorium. In 1994, Mr. Silva accepted an offer to move to Europe and lead Hilti’s construction research department. He returned to California with his family in 1998 as a director of codes and approvals for Hilti North America, a position which led to his involvement in code development, primarily centered on anchorage to concrete and seismic design. Mr. Silva retired from Hilti in 2024. He is a volunteer firefighter in the unincorporated town of Stinson Beach, California.

Mr. Silva has served on numerous committees addressing seismic design and anchorage and has conducted earthquake reconnaissance following major earthquakes in California, Chile, New Zealand, Japan and Haiti. Since early 2021, Mr. Silva has chaired an ad hoc subcommittee, ACI 318-1R, to address inconsistencies in reinforcing bar development length provisions and the anchor design provisions in Chapter 17. The work of this subcommittee will be reflected in significant new provisions in the 2025 edition of the 318 Code.
